Tie notes in Jazz Melodic Dictation

For the Melodic Dictation exercises in the Jazz exercises there are times when I need to tie two notes, for example when the duration is 2 1/4 beats. I write an eighth note followed by a half note. I see the tie on the toolbar as a X followed by a line that curves down. But I can't figure out how this works. I try clicking on that toolbar item and then clicking on one note and then the other but nothing happens. I've been able to get it to work but it's hit or miss and I can't figure out what combination of clicks enables it. Can someone help?

Are you tying 2 notes that are at the same pitch?

Yes I am tying 2 notes at the same pitch.

You need to enter both notes and then, while the second note is still highlighted, select the Tie tool and tap on the first note.
